As I see it the current rules just need to be *enforced *at your contest
to solve your problem, no new rules needed.
1)*"A balloon(s) with its line attached, or a rod may be used to alter
the course of the model, or to reposition it in another part of the
flying space. There will be no time limit or restriction to the number
of steering attempts, except that all steering shall be done from the
front end of the model and never from behind."* So steering the stab is
basis for flight disqualification as it is from the rear.
2) *"Steering must only be used to avert collision with the structure of
the building, its contents, or other models.if they are not steering to
avoid a collision or building structure."* Therefore steering to simply
adjust the trim of the model is another reason for flight
disqualification, you can only steer for the reason listed above.
At the last 65cm FAI team finals I had a very highly torqued model at
Akron suddenly go straight on me and right towards a crane, I had to
steer it or hit the crane, it was about 40 feet up and about 45 seconds
into the flight. The added stress of steering with such torque folded
the wing :-( Oh well.
