Good issue. But even a vertically positioned pole can be used to get a model out of trim trouble at beginning of flight. Sometimes just more airspeed--applied the normal way behind prop can save a stalling launch. So if you legislate against a certain angle of steering pole, that will embolden or legitimize "trim augmentation" with a vertical pole.
Why not a rule that says in any Cat III or Cat IV, if you touch your model within the first 1 minute after launch, the flight is over?
