I agree with you that we don't want to discourage people from flying in FAI events at an indoor event in the US. So I would recommend AMA contests don't required this ID or an FAI license and you can set an AMA National Record in an event which is flying by the FAI rules(except ID requirement). I looked and did not find in the AMA rules that it requires you to have an FAI license to set an AMA National record but maybe I missed it. Of course, the FAI organization will require you have an FAI license and follow the FAI rules to set FAI records kept by the FAI organization.

I have sent an email to all AMA Indoor Contest Board members in regards to this new FAI rule for discussion. I fear this new rule will reduce participation in the USA as it is an additional fee simply to fly at any AMA sanctioned contest that was not required before. Most people who fly F1L, F1M, or F1R do not have a FAI license, especially the sport fliers. Not sure if we should modify the AMA Indoor rules or not. I can see requiring it if you want to set a FAI record or compete in the World Champs but for a local contest or even at the Nats, I do not see why a person needs to buy it just to write some numbers on the side of the plane.

Thanks for reminding me about this rule update. This addition to the FAI rules by default means for all USA indoor flyers that fly F1D, F1L, F1M, and F1R they will need a FAI ID number for their models since the ID rule is added to each of these classes as a "characteristic" along with specs such as wingspan, min weight etc.
