Bill,

You will have to buy a FAI license, it is $50/yr.

I have sent an email to all AMA Indoor Contest Board members in regards
to this new FAI rule for discussion. I fear this new rule will reduce
participation in the USA as it is an additional fee simply to fly at any
AMA sanctioned contest that was not required before. Most people who fly
F1L, F1M, or F1R do not have a FAI license, especially the sport fliers.
Not sure if we should modify the AMA Indoor rules or not. I can see
requiring it if you want to set a FAI record or compete in the World
Champs but for a local contest or even at the Nats, I do not see why a
person needs to buy it just to write some numbers on the side of the plane.
