The FAI put the marking requirement into the rules that apply to each indoor model class and this implies that the models need marking when national clubs adopt the FAI rules without change. However, the FAI has informed me that the FAI will interpret the marking rule as only applying to FAI sanctioned events. The outdoor free flight classes have had a marking rule for some time now. That rule is in the FAI general regulations rather than the model specific rules so for the outdoor classes it explicitly applies only to FAI sanctioned events. Also, the outdoor rule allows a competitor to use her or his national licence number (prefixed by the country code) to be used as the ID number instead of the FAI unique ID number.

 However, please note that the BOM rule does not apply to most (all?) outdoor free flight classes. The BOM rule does apply to all indoor free flight classes. The intent of the off-cycle rule change for the indoor classes was to prevent one model from being used by more than one pilot.
 

 Don has mentioned that we may need to clean up the AMA rules to take into account the FAI rule change. I would suggest that we allow the AMA membership number to be used (along with the USA prefix) for AMA sanctioned contests. I would have proposed such a rule change but I am a bit busy right now.
 

 I suggest marking indoor planes for two reasons. One is to follow the FAI path in preventing one model from being used by more than one pilot, thus helping to enforce the AMA's BOM rule. Second, a unique marking on indoor models will make it a great deal easier to return models found or retrieved long after they have been lost. Models on the ceiling tiles at the Kibbie Dome are a good example. It is very easy to mark the models, even those with rolled motor stick tubes.
 

 By the way, the JRO is not an FAI sanctioned event. I doubt the CD, Rey Mazzocco, and the chair of the AMA Indoor Contest Board (Don, who will be at the JRO) will be enforcing any marking rule for the JRO. And, I doubt that any AMA CD will be enforcing the marking rule in 2018.
