Don's right here - The two can be at odds with each other.
I think you'd fly Ikara props at your own risk.
I've sat as event supervisor and would interpret pre-glued to prohibit them.
I really do think that this should be addressed in the FAQ or as a rules clarification.
Imagine how a team would feel to get to the state level and get DQ'd for using them after using them without incident previously.
