All,
There are two Ikara props of about 24cm in diameter. The one most used (and the better of the two in most people's opinion) is the "fat" 24cm (9.5" ) prop. I think Bill Gowen cut his blades off from one of these props. Chris Goins' Double Trouble plans showed how this prop's blade is thinned (and trimmed, if desired).
Second, I can understand Don's confusion about "pre-assembled" props. The Ikara prop have been allowed in the past when only commercially made plastic propellers were allowed. Yes, the blades of the Ikara plastic prop are pre-glued to the cross spar. But, I think this Ikara prop is clearly within the intent of the rules, although we will need to yield to the statements of the event supervisors (perhaps this point should be addressed in the FAQ or the rules clarification). However, Don's concern leads to a more serious question. This would come up if a kit had a pre-assembled balsa bladed prop. Such props are not really commercially made and would be against the spirit and intent of the rules if not the letter.
Finally, Rule 3.g. requires all planes to have "at least one non-horizontal surface" "covered in a non-transparent, non-white material so it can be identified at its maximum altitude." There is no bonus for this required covering.
