There is a discussion ongoing in the Hip Pocket Aero site that connects the proposed rule change with the ability to add electronics to an F1D. I have played around with the control electronics for both AMA Free flight indoor duration and for RC indoor duration. If people think that the BOM rule is difficult to enforce, such enforcement is nothing compared to enforcing keeping RC out of indoor FF if electronics are present. Adding RC to a controller, say for the stab incidence, adds weight in the few of milligrams only and is straightforward. The weight is mainly in the actuator(s) and the battery, not mainly in the electronics.
