With the exception of bearings, all of the materials you listed are not
made strictly for use on indoor models. You can argue whether Harlan
bearings should be legal, but the rest is nonsense.
BOM rules do exist, and a line must be drawn. Apparently nobody knows
where that line is right now. If purchased hubs are allowed, then the BOM
rules should be removed entirely.
