For what reasons have people not challenged the VP hubs at FAI competition?

 A. Most don't care
 B. There's a real chance that the BOM rule would be abolished altogether, if challenged. Not challenging keeps the BOM rule in place.
 C. No one has done well with a bought VP?
 

 I know how the British and the Slovaks feel, but why hasn't it been challenged?
 

 On C, do members of the British team use bought VP's? They, as a team, had reached the podium in the last world champs.
