 Thank you very much for your interest in F1D – you've come to a good place to get information about it
  
 The scenario you have presented is pretty much the exact opposite of what has happened:
  
 - The interpretation of the BOM rule was changed before the WC to allow purchased hubs. If it hadn't been changed, then the use of purchased hubs would have been in question.
  
 - We don't need to consider a rule allowing purchased hubs, because the current interpretation already allows them.
  
 However, I disagree with your assertion that allowing purchased hubs (or entire models for that matter, as the current interpretation has opened the door for) is required to get more people to participate.
  
 All that is going to do is shift F1D from being challenging to build and fly (its long tradition), to being expensive, just like F1B. You won't have to buy a hub/model, but the perception will be that you do.
   
 
 The difference between F1D and F1B, though, is that you actually can build all the components in F1D, including the hub. You do not have to be a craftsman with special capability. If you can build the rest of the model, you can build the hub.
