That proposal does say FAI events are excluded.

Obviously F1D is not flown at "Muncie" and this proposal wording is
intended for outdoor, however as it is a change to the "Basic" rules,
all AMA events are included (CL, RC, FF, etc). Hopefully the proposal
will be rewritten to exclude Indoor as Don DeLoach has recently stated.
