Could be switch bounce. Try adding a small capacitor across the reed
switch terminals, see if that helps. It should smooth out the switch
bouncing.
On the other hand, if the symptom is regular, that it counts exactly 2
pulses each revolution and does this independent of winding speed, then
it sounds like there actually are exactly two pulses. Could it be that
the counter calculates each change of state of the switch, that is it
counts when the reed closes, and then counts again when the reed opens?
