HELP !!!

I've run into a problem with the counters which could shut down the whole Chain Gang operation if I can't solve it. It involves either the counters counting double, or the reed switches pulsing twice for each pass of the rotor magnet, and I can't isolate which.
 

 The reed switch manufacturer says it's impossible, and the counter USA branch wants me to bring in the counters, and/or winders, and they'll send them back to England for analysis.
 

 It's beyond my ability to dope out, and I can use the help of any electrical engineers, rocket scientists, or whatever out there among the Chain Gangers, or civilians.
