Don,

The Annex in question only applies to international events and to the Indoor WC in particular. So, competitors in national type contests need not worry about obtaining an FAI Sporting License. The AMA could implement and enforce a similar rule using AMA membership numbers. BTW as I posted previously, my FAI ID number is just "USA" followed by my AMA number. So, you could fake a FAI ID number.
