My FEELING is that having washed out tips on a VP prop will help to give
some useful thrust when most of the prop is stalled out. The only model I
fly this way is F1M. For low ceilings my starting high pitch has the blades
almost parallel to the motor stick. For non-VP classes I don't know enough
about aerodynamics to have an opinion.
