The P-18 has been around for a very long time, but there were never any rules
defining the model. This proposal does this so that the entire community
can have a stable starting point.
The fact that we proposed it as being a provisional event simply means that
it will be easy to enhance the specifications over time.
The AMA Nats offer many unofficial events on a regular basis.
