  35 cm is one of the oldest events still on the books and has maintained that set of rules throughout with the exception of a few nations banning microfilm at various times. The class dates at least into the early 1950's. Only AROG and ROG cabin (formerly Class B Cabin) are older.
  
  Before criticizing the design of the rules, you might try flying under them. The same goes for promoting rules changes for a class one hasn't flown, unless the current rules are keeping one from flying said class due to expense. I cannot think of any indoor classes where the latter should be the case at present. Even with all the monkeying with the rules, it's still inexpensive, unless you're molding hubs or motorsticks.
