I think the intent is to allow for the full use of 600mgs of rubber.
In any case, if there is a dispute, they supposedly would allow you to remove any lube/o-rings to prove that the band was 600mgs.
If the rules were applied equally to all teams, how is that wrong, wrong, wrong?
I'm nowhere near a top level competitor yet, but this seems inherently fair.
Much fairer than requiring you to cut off o-rings to 'prove' the weight each time, thereby rendering your band useless for competition.
