All of my motors weighed between 595 - 600mg with the o rings taken off. As Mike and others said it is to maximize the rubber weight as close to the 600mg as possible. They will allow you to cut the o rings off and remove lube to get to weight. They will also allow you to estimate the weight of the rings by weighing two similar rings and subtracting the weight of the rings from the motor (with o rings) and make sure it is at or under the 600mg weight budget, that way the motor can be reused so the o rings don't have to be cut off. I suppose it wouldn't be fair if someone used a 610mg motor with o rings, and the o rings weighed less than 10 mg, therefore making the rubber weight exceed 600mg.
