The CIAM Plenary meeting holds votes by all delegates representing Aeromodelling. Andras Ree posted that 30 delegates voted on the F1D rule change item (22/8). Obviously, not all of these delegates are specialists in Free Flight, much less Indoor Duration, and this is true for votes on all other items in other subclasses such as control line planes. These delegates see the agenda item, a report, if available, from a technical subcommittee (Ian Kaynes from Great Britain is listed as the current chairman of the Free Flight subcommittee) for the subclass involved and, perhaps, presentations from CIAM Bureau representatives and other delegates. Just like in meetings everywhere, the quality and polish of the presentation means a great deal, sometimes even more than the content.
Remember that the changes were submitted by Hungary and the notes accompanying the rule change proposal were written by current and very excellent F1D fliers. Most outsiders would see this has an adequate vetting of the rule changes. I personally do not support the rule changes and I am not pleased that the public process started while many top F1D fliers were busy preparing for the 2014 Indoor WC. However, the proposers and supporters of the rule change used the FAI procedures, the politics of the times, and their European location and familiarity with the process and people to succeed in getting the rule changes passed. I do think that their argument for decreasing flights times while keeping the general characteristics of the current F1D model had a significant impact especially since there has been much discussion on ways to shorten the duration of World Championship competitions.
