The cg location does not have to change. There are many ways to locate the cg where one desires. And, just adding a ,2g dummy spacer that is 1/3 the hook to hook distance long to a current model will keep the cg location in the same place. As was said, with .2g to play with, some weight could be used as ballast and positioned to get the desired cg. The new rules seem to make it easier to place the cg at any reasonable location desired.
