Gary,

Leo is adding 7 degrees of incidence or Angle of Attack (AOA) to the prop.
We use these terms interchangeably, though its possible to change the AOA
of a wing by adding negative incidence to the stab and so on. This is
similar to changing one's wing from AOA = 0 with zero incidence to AOA = 7.
Airfoils tend to work better with some incidence above their zero AOA
value. A 23" pitch prop moving at 23" per second has zero AOA.
