The new proposal isn't good for me personally. I can build and handle light models well. I also love the fact that the current F1D's fly for a very long time.
The increased weight proposal will be good for those who don't handle light models well. Probably part of the 0.2g weight gain can be used to reinforce the more vulnerable parts of the model. It is also clear now that a carbon motor tube would be viable. Same with the use of carbon outlines that are more sturdy than the ones used by Schramm and Sanborn. Same with the use off-the-shelf carbon tubes for wing posts and prop spars.
A little weight loss will come because a shorter motor stick will be used for the 0.4 g of rubber.
There may be performance improvements in VP/VD that will come. For example, with rubber weight reduced, we may now go after the extra burst energy available in the newer Tan Super Sport rubber. The high mid-range torque of 5/99 may not be able to compete with the higher overall energy of Tan SS.
Is it possible to wind even harder?!
The new rule wouldn't be good for me. I don't have the time and energy to make more improvements. But there may be benefits to others, and there will be opportunities to improvement the sturdiness of the models and possibly their performance (relatively speaking).
