 As you suggest, the BOM or BOSOM rule is primarily self enforced. That's it. That's why I think BOSOM can be a reasonable alternative.
 

 To add to your words: "If the CD asks you if you built 80% of your model and you say yes, then it's settled." It's also very easy to specify which 80% by weight. We are all pretty meticulous on what weighs what on our models.
