I play in an adult dodgeball league, and while each game has refs, it's
largely self officiated. If you get hit with a ball you go out. If
someone doesn't go out they get shamed by everyone else for cheating in a
meaningless children's game.

As for enforcement of BOM, it's quite simple. How is any other rule
enforced? Models are weighed before each flight, but what prevents someone
from removing ballast after weigh in? The answer is we trust our fellow
competitors to be honest. If the CD asks you if you built your model and
you say yes, then it's settled.

Ultimately we're talking about a HOBBY, and I think a lot of people have
lost perspective.
