Both are supposed to get certificates even if on the same day. The one
latest in the day will be the new record. I think I have a Cat 3
certificate even though Tom beat me on the same day.

If one person sets a new record & then it is broken, for example one week
later, will they both receive record certificates? Assuming they both
file the necessary paperwork in a timely fashion. How about one day later
at a different contest?

your 7:48 is the new benchmark!
