Thanks for your insight on this Andras. Back when I was investigating, I knew the first hurdle was to get from provisional to official. I forgot about the second hurdle, which appears to be in issue for at least the next four years. As peter brought to my attention on the Hip Pocket thread:

"Serbia submitted a proposal to change the F1N rules from
Provisional to Official. Usually this is a prelude to starting a
World Championships, but Serbia denied this and said the only
reason was because the description of the rules as "provisional"
discouraged competition organisers and sponsors. Serbia and
neighbouring countries have an active programme of well
supported F1N contests during the winter. Also changed in the
class rules was the modification of the attempt rules to the
usual form including a part becoming detached from the model
as a reason for an attempt. These changes were all accepted by
Plenary. CIAM also passed a 4-year moratorium on any classes
applying for championships status."

The elitists are safe for another four years:)
I continue to be puzzled by the resistance to bring gliders into the World Champs fold Outdoor we fly glider, rubber, gas. Indoor rubber only. I suppose the addition of glider into the event could raise the cost to the organizers, which is of concern. Other than that, I do not see the issue.
