In sentiment, I agree. But someone could argue that prop means prop, and VP mechanism is NOT a prop, since the prop can function with or without the VP mechanism--which is therefore an attachment to prop. Or would you also rule that the main wire shaft/hook is also "prop" and therefore forbidden to be commercially provided? These things obviously not even addressed in the rule. IOW, the rule is inadequate. But if you're the CD, I'll be happy to see you DQ a prebuilt VP in any BOM competition, :^)).
