How would you prove it?
I can't see any way that rule could be interpreted to allow the use of a
Treger hub. It specifically excludes commercially available propellers for
indoor duration models. I think it would be hard to argue that a VP hub
wouldn't fall into that category even if it's not a complete propeller. If I
was a CD and someone used a Treger hub, I would disqualify them.
