As implied in response to Tapio, factory made prepreg carbon should be regarded as a "building material." For example, boron also has two manufactured parts to it (the inner core of tungsten or carbon and the outer crystallizations of boron.) But it's obviously a "raw material" for our purposes. Under my BOM, however, you could not buy a carbon Tregor VP screw holder, assuming he uses adhesive and doesn't just bend prepreg around a form (which would be legal.) Come to think, it all should be allowed except for competition.
