I'm not sure what you're referring to with regard to paper tubes. Are you
talking about wing post tubes? I wasn't aware anyone sold pre-glued tubes
 I've made my own for 20 years and I've never had a problem with them.

The only place I see this rule being problematic is carbon fiber. I use
pultruded carbon fiber for the yoke in my VP mechanism. The rule you're
proposing would force me to buy carbon fiber tow and add resin to make my
own yokes, or switch back to silver soldered wire yokes which don't work as
well. This would be my only issue with the rule as you proposed it.
