I don't even know what documentation they're talking about. I had to send in 3 copies of my record dossier - one for AMA, one for NAA and one for FAI. As far as I know all they had to do is put stamps on the envelopes and mail them.

And like Max said, AMA has an official publication that is supposed to contain everything you need to know, pay or do to file a WR application. There's no mention of this fee in that document.

I think this is a new idea someone came up with and since WR applications aren't all that common they decided to try to stick me with it instead of waiting for the next one to come through.
