When I initially read the BLG rules, my first thought was "there is no
limit on the stabilizer chord" ....... this because of the way the rules
are worded. After thinking it over, I concluded (assumed) the chord
limit must refer to both the wing and the stab even though it appears to
only apply to the "wing".

Think there's a possibility that those who were "too large" on the stab
chord size were english wizards and not so much practical aeronautical
geniuses ? [:-/]
