I think the way the rules (or any rules) are normally interpreted is that anything that is not expressly disallowed is allowed. There is nothing that tells you which part of the prop cannot be trimmed. The prop kits SHOULD be allowed but aren't because the prop doesn't come already assembled. My opinion (which is probably worthless) is that this situation is punishment for some past personal issue between the seller of the kits and the SO hierarchy.

Like most rules for any sort of competition the final interpretation is going to belong to the person with the most power at the moment of the interpretation. At competitions that I run my reaction would be to slap the kid on the back and tell him or her that it was a damn smart solution to the problem.

Of course there is always the possibility that the prop wouldn't work very well anyway!
