I mentored a local middle school for the Wright Stuff rubber powered model and this year for the balloon launch glider. When we were doing the rubber powered event, we used the 12-inch diameter Ikara cut down in diameter to meet the SO rules. This worked much better for us than the smaller diameter, but extremely wide blade and higher pitch Ikara. We did not change the pitch.

  If you have access to an Ikara Bulldog (12") prop here's a different
  way to make a new rules prop. Take a Dremel cutoff tool and CAREFULLY
  remove the blade from the hub, leaving the short length of hub intact
  where the blade glues to the hub. Take the detached blade and spar and
  cut it to your shape of choice and use thick CyA glue to reattach the
  blade to the hub with the pitch that you want. Cut the blade to the
  correct length and voila! - you have a brand new prop to play with.
