Here are some of the attempts at making a beginners class in the US:

Pennyplane - well actually when everyone started flying biplanes, people decided this was too hard so then came

Novice Pennyplane (now called Limited Pennyplane) - All those damn expert flyers suddenly took a liking to this class. It's pretty easy to build but not all that easy to fly. Go to USIC to fly LPP and you better be ready for what we in the South call a butt-whipping until you gain a bunch of knowledge and experience. Actually this was my 7th trip to USIC and I came home with a sore rear end again!

And then there's the favorite class of all beginners - EZB!

Originally EZB was paper covered and some people used plastic props on them. Now most people thing you have to have a sub 1/2 gram model to be competitive in EZB. My building skills are not a good match for this class.

One international class is for beginners - F1M (also known as F1DB)
If you look at the names of this year's USIC contestants in F1M it will be clear that there weren't very many beginners flying this event. In England and Europe the participants in F1M will always include many of the world's best flyers.
