For what it's worth, I and others have flown by flashlight at Lakehurst; it's common practice when the air is good, and in fact Max Zaluska's 58 minute flight was flown in almost total darkness with several "where did it go!!!" episodes. As long as the school district isn't running people out at a certain time, I'd suggest just letting them fly stuff in the dark (and at their own acknowledged risk of losing planes). Besides, balloon steering in the dark is fun to watch.
