James,
               The surfactant was added to the water that the microfilm is
poured on, not to the microfilm solution. My thought was by reducing the
surface tension of the water the film solution would spread more easily
before it would start to dry allowing a more uniform sheet. Thought also
reduced surface tension between film and water might aid lifting the sheet
off the water and better drainage of water off the sheet once lifted.
