The real question is how or can we get the FAI to make a clarification on a specific kit if needed? I can see an argument both ways on this kit and based on peoples responses, one Contest Director can say legal another can say illegal but what matters in the end is what the FAI thinks is legal for their records. Then we individually either agree or disagree with it. So far the only position I have seen posted by the FAI is the one on VP hubs.

I think this is somewhat uncharted territory for Indoor FF as indoor kits have usually been a plan and a box of sticks. Laser cutting is providing more completion for kits these days. But where to draw the line between being a builder and an assembler? On this kit, is the pregluing of the foam to the balsa , tapering the trailing edge and having a finished wing and stab outline going to far? Or since skilled work is still required to sand the leading edge airfoil and bend the flaps and add dihedral, glue on the pylon, attach wings to pylon and attach tail assembly enough to make you the builder?

As Indoor Contest Chairman, is my only choice to just "do my best" on the FAI interpretation before I sign or decline a record form that comes to me? Does anyone know if this topic was discussed in other aeromodeling disciples that had BOM rules? Basically I am looking for any existing precedent that anyone may be aware of to help give me guidance.
