I have a plausible explanation. Chicago zip codes start with a 6, APO
start with a 9. It is possible it was sorted incorrectly thinking the 6
was a 9. Was the label printed on a computer and how does it read upside
down? The error probably happened at the local post office and was
tossed in the wrong sorting bin. Chicago is the USPS main hub for
outgoing parcels overseas or if addressed APO. Coming in the USA it is
usually arrives in Chicago or New York.
