It appears to me they've redefined "builder" to something more akin to
"adjuster". At this point I see no reason why complete models can't be
bought and sold as long as the person flying the model doesn't share it at
a contest, and trims it to fly at the site. BOM only exists on paper now
(and I'm guessing it won't exist there much longer).
