Are you saying that this issue is already scheduled to be considered by the FAI jury, or that it will only be considered if there is a protest?

I believe that the current rules prohibit purchased hubs, and that an FAI rule change is required to allow them. The "already used by some people" argument would be applicable to a rule change discussion, but not an interpretation of the current rules IMO. Similarly, enforceability is a separate topic.
