Hi Simon,
       I tried many adhesives and kind of settled on two.  One is what  I typically use,  Duco Cement thinned down with acetone 50%.   I have also found a laminating epoxy (EZ-Lam 60 minute) works well.    The epoxy  makes heavier but slightly stronger rods.

           I am not aware of any one selling carbon rods this small in diameter.  The smallest protruded carbon fiber rod that I found is .010" in diameter (.25mm). 

I have make some small diameter carbon rod about this diameter, by getting some 1K carbon fiber tow, saturate it with glue and hang it vertically with some small weight at the end, twist it up,(locking it from rotating)  and letting  it cure.  This method produced some .002-.003" (.05-.07mm)diameter rods(tolerances were poor) with a glue to carbon ratio that was high(60% glue), so the rods did not  have as good of mechanical properties as a protruded rod.
