the FAI / National licence marking is described in the rule B.17.6,
which reads:

Identification Marks
a) Model aircraft, except for Indoor Free Flight and Scale, shall carry:
i) the national identification mark (as listed in annex B.2) followed by
the National FAI licence number or FAI Unique ID number. The letters and
numbers must be at least 25 mm high and appear at least once on each
model (on the upper surface of a wing for Free Flight models). See annex
B.1 for examples and annex B.2 for the list of national identification
marks;

I think it would be most logical to modify that part to read:

Identification Marks
a) Model aircraft, except for Scale, shall carry:
i) the national identification mark (as listed in annex B.2) followed by
the National FAI licence number or FAI Unique ID number. The letters and
numbers must be at least 25 mm high and appear at least once on each
model (on the upper surface of a wing for Free Flight models), except
for indoor models shall have the identification mark written on the
fuselage or motor stick e.g. by thin permanent ink pen. See annex B.1
for examples and annex B.2 for the list of national identification marks;

This way the rules for licence markings would be in the same place for
all free flight classes, and there would be no need for changing the
class rules.

For US readers of Indoor Construction, note that the most common way for
(outdoor) Free Flight Licence numbers is the national identification
followed by the national number, in the US case it is "USA" followed by
the AMA number.
