I am sure Andras will answer Mike and Nick' s questions but here goes. The FAI ID number is a competitor's license stamp number from his or her FAI Sporting License. The proposal changes rules applicable to international contests where a FAI Sporting License is required for competitors. US fliers can purchase such a license from the AMA or directly from the NAA. BTW, a FAI Sporting License comes with membership in the NAA (National Aeronautic Association).

 To comment on Nick's proposal, my FAI License number is USA881801. This already includes the country designation as well a my AMA membership number. I suspect all FAI License numbers are made up in similar way for other countries' membership.
 

 Finally, I suspect that the FAI License ID number is to be written on the motor stick by the competitor (when building the motor stick?). The proposed rule change does not speak to who writes the number.
