Leo is correct. You install the blast shield before loading the motor, but
make sure the shield is designed to be easy to remove just before launch.
Most motor breaks occur during loading, and the blast shield prevents
damage if that happens.

I use a blast shield that's similar to Brett Sanborn's design. I know the
plans are online somewhere, but I don't have a link readily available.
