I think it was disqualified because the intent of Pennyplane if I recall
correctly was a model that would fit into a 18" x 18" box with no prop
on it. So if the CD that day was a guy who felt the large span tail was
not within the intent then it was ruled illegal and your model was
disqualified. Sometimes things like that happened back then :-) Not to
pick on Bill's LPP but carbon spars and prop hub would have most likely
been disallowed back in the day. Jim Clem was good a making LPP props
that were often ruled as having a "gadget" and would get disqualified at
USIC on a regular basis so would bring multiple props to see which one
he could fly :-)
