"Legally" speaking, any stab size should be allowed on the OPP as long as its area isn't bigger than the wing. (There is no rule defining which is the wing and which is the stab -- so the rule allows the wing to be defined as the larger flying surface.) The OPP does not have wing area limitations, so the 50% rule (rule 3) doesn't apply.
But you can see that this could lead to a giant tandem canard-appearing model. Consider an OPP wing to be 8" x 18", and the "stab" to be 3.9" x 36". The "wing" has more area, and it satisfy the 18" span rule. The "stab" in this case has smaller area than the front "wing", so it has no span limitation.
In my opinion, this is not the intention of the rule and is a legal loophole. I'm not sure how I would rule, but I might allow it.
For the Mini-stick, there is a 50% stab area rule. Again, legally speaking, a stab that's 15" x 0.5" fits within the rules. Again, I think this was not the intent, but may be legal.
