Chuck, thank you for chiming in with this. While I do think that the rules changes concerned here just aren't going to get any traction at all, the idea of us working out rules changes as a community, and anticipating proposals before they materialize is a very important thing. We in the indoor community are really behind the ball in this area. My impression is that the rocketry community has a much better grasp of how to get this done. There also seems to be some form of voting process on any proposals that go before their contest board.
